From Introduction:
"Our initial group of research questions comprised a description of political
leadership in the six counties. What characterizes the county elite? How
is diffrent from its higher level counterparts? Can we talk of political
society at the middle tier? What is the compositio and shape ofthe local
elite? Is it a power elite as depicted by Mills, Dahl's pluralist elite,
or perhaps Keller's strategic elite? What are the main resources available
to the particular sections of the local elites? To what extent are the
local elites autonomous?
The second group of questions pertains to issues of political representation.
How do the representatives understand representation? How do they learn
of the actual interests and preferences they are supposed to be representing
(the issue of responsiveness)? Is political representation understood
by council members elected from party lists and independent council members
in the same way?
The third group of questions refers to internal relations between the members
of the elite, as their relations with the general public. Do the local
elites cooperate or compete? What are the relations between the local leaders
